This combo reminds me of the 70s I really hope that he has the chick in his hand in a protective gesture and not as the beginning of a sacrifice

One of Shiva's many names is Pashupati (Sanskrit: पशुपति Paśupati) "Lord of all animals". I am sure that this includes birds.

I have just realised that it isn't dust anyway. It is the ashes that Shiva rubs over himself.
